Leeray Township asks Janesville area boards to add 0.5 section to fire coverage

Kurt Anderson, representing Leeray Township, asked the Janesville City Council and township fire board to approve expanding Leeray’s coverage area to include the western 0.5 of Section 12. Anderson said the township would pay additional costs and requested a contract addendum because Madison Lake’s new agreement takes effect Jan. 1, 2027, with a two‑year limit on reevaluation.
"We would respectfully request that the city council and the fire board approve an increase of our coverage area to just simply include the western 0.5 of Section 12 Leeray Township," Anderson said, noting that the township believes there are few or no residences in that half‑section. He told the board the new Madison Lake contract restricts renegotiation until January 2029.
Council members and the fire chief asked for clearer mapping and on‑the‑ground verification of whether any residences sit in the disputed area. The fire chief recommended staff inspect the property and provide input; the council agreed to table final action and invited Leeray Township to bring a draft addendum from its attorney to the next meeting for review.
The request follows discussion of a new cost‑sharing formula that divides responsibility across assessed property value, call frequency, and geographic area — a formula Leeray officials said favors Madison Lake. No formal vote on the coverage change was taken; the council asked for more information before deciding.
