Chairman Kirk Devier read a proclamation recounting Evans’s civic roles—serving multiple terms on the Board of Commissioners (about 12 years), leading Evans Farm, Evans Hardware and Highland Florist and serving with Sunnyside Presbyterian Church—and extended condolences to his family. Commissioners recalled Evans’s role in local services and community projects and requested a moment of silence. Commissioner Faircloth recalled working with Evans and credited him with community initiatives.
"Johnny was a a friend and and a mentor and someone that if you wanted to understand, this community..." Chairman Devier said in remarks about Evans’s legacy. Commissioner Adams moved to approve the proclamation and the board voted unanimously to adopt it.
