Burkitt Manor revision approved; board conditions coal removal on DEP permit

Township staff and the developer reported a previously approved subdivision (Burkitt Manor) required minor elevation changes to stormwater inlets and slopes; the township engineer reviewed the proposed revisions and recommended approval to properly record the plan. Gateway Engineers' project manager Jonathan Garcheski told the board that earthmoving was about 90'95% complete in the upper area and that a pocket of coal was found, which halted work in that localized area.
During public comment and follow-up (SEG 2400+), the board adopted a motion to condition approval on the developer obtaining any required Pennsylvania Department of Environmental Protection incidental-mine permit to remove the coal. Staff noted the coal removal was estimated to involve roughly 750 truckloads (resident question) and that PennDOT and the township need to resolve whether a highway occupancy permit is required before the township accepts the road. The board approved the reapproval with the DEP-permit condition and recommended convening a meeting with PennDOT, the developer's engineer and township staff to resolve HOP and road-dedication questions before any deed of dedication.
