Planning department previews 2027 operating budget and CDA/workforce housing allocations

City planning staff presented a preview of the Planning & Community Development Department’s 2027 operating and capital budget requests at the July 28 commission meeting. Staff emphasized that the presentation was for review and comment ahead of the August mid-month deadlines and that formal council action will follow.
The Community Development Authority (CDA) and Workforce Housing Committee recommended option B for the affordable housing fund, which staff summarized as proposing $1,500,000 for revolving loans, $2,250,000 for land acquisition, $25,000 for support services, $50,000 for energy-efficiency programs, and an allocation for a housing planner and overhead. Staff also described decision items moving roughly $112,500 of operating items out of the CDA and into the general fund (downtown banners, holiday lights, StoneHorse Green items), with corresponding budget adjustments in parks and public works for maintenance and snow removal.
Commissioners provided feedback: they asked staff to include clearer lists of committees the planning department staffs (12 bodies), to document maintenance items moved from the CDA, and to consider integrating planning and building inspection/permitting systems to reduce delays. Staff said a revised budget package will appear at the commission’s August 11 meeting.
