Commissioners press staff on conservancy/wetlands mapping and protections for Quarry Hill
Summary
Commissioners and a member of the public urged clarity on conservancy boundaries and protections for Quarry Hill (Parcel 58); staff said conservancy boundaries are in the conservancy plan (figure 6.1) and that CARPSI review will be requested to reconcile maps and ensure protections.
During discussion of TID 7, commissioners and a citizen asked for clarity about the Quarry Hill Conservancy boundaries and whether DNR wetlands and conservancy lands are consistently mapped and protected. A commissioner said she was "looking at the different maps" and noted that parcel designations sometimes show institutional zoning and other times conservancy.
Staff replied that conservancy land boundaries are identified in figure 6.1 of the conservancy land plans and that the TID project plan references implementation of conservancy public improvements "as identified in the 2025 to 2030 conservancy lands plan adopted 04/30/2025." Staff said wetlands are identified on the maps and that DNR-regulated wetlands are assumed off-limits for development and removed from TIF calculations. Commissioners asked staff to submit a CARPSI project to update environmental corridor mapping and recommended field verification of boundaries to better inform property owners and planners.
The exchange clarified that conservancy improvements included in the TID plan are public-improvement actions tied to the city’s adopted conservancy plan, not general private development.
