River Ridge CDD appoints Keith Merrill to vacant seat and elects officers

The River Ridge Community Development District on Oct. 22 appointed Keith Merrill to fill the unexpired term for Seat 1, which runs through November 2026. Chair Bob Schultz nominated Merrill and, "On MOTION by Mr. Schultz and seconded by Mr. Twombly, with all in favor, the appointment of Mr. Keith Merrill to fill Seat 1, was approved."
Cleo Adams, acting as a notary, administered the Oath of Office to Merrill. District Counsel Tony Pires and Ms. Adams reviewed required ethics training, Form 1 filing, the Sunshine Law, public records obligations and Form 8B (memorandum of voting conflict) for new board members. The Board noted the $10 State Oath of Office fee and plans for staff to administer required filings at the November meeting.
Separately, the Board adopted Resolution 2025-01 to elect officers for the coming term: Bob Schultz as Chair, Terry Mountford as Vice Chair, and Kurt Blumenthal, Robert Twombly and Keith Merrill as Assistant Secretaries. The resolution also removed James Gilman as an officer. The motion to adopt the resolution was made by Mr. Blumenthal, seconded by Mr. Mountford, and approved unanimously.
The appointments and officer elections are effective immediately; staff were directed to provide the new officers with compliance materials and to file required forms.
