JFO: Integrated eligibility system moving toward independent review but delays persist

Gav said the noticing system — the module that delivers notices to benefit‑eligible people — is in user acceptance testing but has been delayed by state document‑management instability and staffing issues. “It's currently in user acceptance testing,” she said, adding federal funding agencies required the update because the prior solution was end‑of‑life. Gav said she expected the CIO's independent review to be released to JFO soon and that JFO would begin its full review thereafter, including contracts and fiscal considerations.
Committee members asked when vendor price and funding clarity become visible; Gav said the state sees cost bids internally but bids are typically not public until contracts are executed. She also noted JFO will evaluate whether the state needs further appropriations and will present findings to the committee once the independent review and gap analysis are complete.
