County advances operational planning contract for Historic County Courthouse

Jessica Stern told the commission the county will contract with Creative Startups (Santa Fe) to develop an operational plan for the Historic County Courthouse after construction, including pro forma services, tenanting strategy, lease policies and community engagement with the Taos County Historical Society and Main Street. Stern said the work will address downstairs uses (including an interpretive old jail space), mural room programming, archives storage and options for retail or maker‑incubator tenants.
Commissioners asked detailed questions about management (county-run vs. outside entity), office space for commissioners, public restrooms, mural promotion, the RFP history (no responses in an earlier RFP), and funding. Stern said the planning contract will be paid from the non‑promotional lodgers tax and that the consultant's proposal would work from September through April 2026.
