Presenters propose voluntary Housing Smart Communities program and a hotel-tax-funded Housing Action Fund

Tiffany Zezula of the Pace University Land Use Law Center and Kai Lord Farmer of Ulster County described a Housing Smart Communities Program modeled after New York State initiatives. The program would offer technical support, planning assistance, training, small grants and incentives to municipalities that implement recommended housing strategies on a voluntary basis while respecting New York State home-rule.
Presenters also described Ulster Countys Housing Action Fund, noting it is funded in part by hotel tax revenue and provides gap financing and pre-development support to projects that prioritize long-term affordability, including rentals, affordable homeownership, supportive housing, community land trusts and infrastructure improvements.
