Council hears options after Momentum raises glass-recycling fee; asks company to try direct billing

Cooley, a city staff presenter, told the council that Momentum Glass Recycling had increased its charge to the city and presented four options for the city's curbside glass-recycling program. "Option 3, work with Momentum and see if we can change the way they're billing," he said, describing a model where Momentum would enroll and bill residents directly so the city would no longer process payments or use staff time. Cooley said roughly 213 residents currently use the curbside program and the city has been covering about $50 a month for the shortfall plus staff time.
Council members discussed the tradeoffs between direct billing and raising the utility charge. Several members favored asking Momentum to bill residents directly; if Momentum cannot, members signaled support for raising the charge to at least $8.50 and discussed a $9 option to fully cover employee costs. The council asked staff to follow up with Momentum and return with a recommendation. The council did not take a formal ordinance vote on rates during the meeting.
