Chairman Kirk Houchin said committee members noted that "the employees received a higher percentage raise last year due to inflation," and discussed a lower average increase this year as the committee considered budget constraints. Committee members discussed a general range of 3%–5% for raises before settling on a 3% recommendation for most staff.
