Planning staff presented three conditional rezonings — a 4.69-acre self-storage project on South NC Highway 231, a 1.87-acre self-storage site on Stony Hill Church Road, and a 2-acre lot to formalize church parking at NC Highway 98 — and recommended approval with site-specific development conditions. Each request proceeded through the required technical-review and planning-board processes; no members of the public spoke during the county-level hearings.
Staff also presented a text amendment to recognize smoke, tobacco, vape and CBD shops as a distinct land-use type and to add development standards including 500-foot separation from similar uses, churches, schools and residences, and parking setbacks. Planning staff described the standard as modeled after existing controls for bars and similar uses. Following staff presentations and public hearings (no speakers), the board approved the three rezonings and adopted the text amendment.
