NJDEP adds 12 BDAs, bringing total to 40; new BDAs getting HDSRF awards

NJDEP reported adding 12 new Brownfield Development Areas (BDAs) last January (bringing total BDAs to 40). The department said it has approved five HDSRF grants for new BDAs totaling about $4.8 million and 17 HDSRF approvals for BDAs since June 2025 totaling about $12 million.

Ron Minkoski, section chief for Brownfield and Community Revitalization, summarized BDA program growth and management changes: 12 new BDAs were added last January (including Atlantic City, Bayonne, Burlington City, Camden, Egg Harbor, Gainesport, Passaic, Paulsboro and West Orange), bringing the total to 40. "So we have a total now of 40 BDAs," Minkoski said, and noted that BDAs are eligible for up to $5,000,000 a year from the HDSRF for due diligence and investigation when they meet statutory criteria.
Minkoski urged BDAs to reassess and modify boundaries where sites are redeveloped and said all but a few new BDAs have submitted updated MOUs. He also described mentoring and staff development: senior BDA managers are bringing newer staff to meetings to transfer project knowledge and decision authority so projects continue if staff turnover occurs.
