State HDSRF has $73.3 million available; non‑BDA $10M cap nearly filled, staff warns

Rachel Stopper, HDSRF coordinator in the New Jersey Department of Environmental Protection's brownfields office, told the roundtable the Hazardous Discharge Site Remediation Fund currently shows $73,300,000 available and that staff have recommended $16,700,000 to the Economic Development Authority (EDA) since January. "So, we have $73,300,000 available," Stopper said during her update. She reported fiscal‑year recommendations totaled $36,900,000, including $12,000,000 for Brownfield Development Area (BDA) projects.
Stopper warned that a statutory $10,000,000 annual cap on non‑BDA awards is close to being oversubscribed and that three applications currently in the queue cannot be recommended to EDA until January 2027. She and DEP section chief Ron Minkoski said the cap is set by the legislature and urged stakeholders to contact local legislators to seek increases. "That $10,000,000 value is determined by the legislature and increasing that amount would help us support our full amount of applications that we have in our queue," Stopper said. The office also reported that the nonprofit grant (a $5,000,000 pilot established in 2005) has been fully allocated and remaining nonprofit applications are being held pending any legislative change.
