District staff explained the statutory and administrative steps that would follow any board concurrence on annexation. The presenter said both the Whitebead and Paoli boards would need to concur and send a letter of resolution to the State Superintendent; the State Superintendent would then forward the matter to the county election board and only voters in the Paoli school district would vote on whether to annex to Whitebead.
Officials also explained governance after approval: the Governor would appoint three board members who would then appoint two additional members to form a five-member board. The presenter added that operational questions — transportation, grade placement, campus assignments, and staffing — could not be answered at this meeting because those decisions would be the purview of the new board. Finally, staff noted that "all open transfer students would have to reapply because the district would have a new district code and all those transfers would have to be able to be tracked by OEQA (Office of Educational Quality and Accountability)."
