Tom McGee presented Smyrna's annual stormwater report required under the TDEC NPDES permit, explaining the town must meet six minimum control measures that include public education, public involvement, illicit-discharge detection and elimination, construction-site controls, post-construction stormwater controls, and good housekeeping for municipal facilities. "These are our 6 minimum measures," McGee told the council.
McGee said the town currently has about 106 active construction sites totaling roughly 1,700 acres under some stage of work, and that the environmental technician inspects sites multiple times a week. He described the five-year water-quality monitoring cycle for impaired streams and noted the town contracts with an engineering firm for sampling. Council members asked why the report includes a list of new hires; McGee said the new-hire listing is part of outreach and education requirements the TDEC asks municipalities to submit. Members also asked whether identified stream deficiencies require remediation; McGee said staff reports deficiencies to TDEC and investigates sources but that some e.coli detections relate to out-of-town septic systems.
