Staff details scope and August start for Oxnard neighborhood resurfacing project

Tamara Ojeda, project manager, described the technical scope of the neighborhood street resurfacing work that staff is recommending the council authorize.
She said the project will include milling and resurfacing of existing asphalt concrete pavement; placement and compaction of asphalt rubber hot mix; placement and compaction of an asphalt rubber aggregate membrane layer for cape seal pavement treatment; slurry seal; excavation and reconstruction of failed asphalt areas; reconstruction of existing ADA curb ramps; concrete repairs; adjusting utility covers to finish grade; removal and replacement of street name signs and posts; and traffic striping.
Ojeda told the council the work is tentatively scheduled to begin in August and continue to October for a total of about 60 working days, "absent any delays for supply chain issues, unforeseen site conditions, or weather." She said staff will coordinate with the neighborhood council and with residents directly impacted by the work and will disseminate general project information to keep the public informed.
The project was described as the second phase of residential street construction projects identified from the citywide pavement management program presented in April 2024; staff said the work is expected to increase the pavement condition index (PCI) for the neighborhood toward the council goal of a PCI of 70.
