How to file a whistleblower report with Oxnard City: mail, hotline or online portal

Annie Jensen, project manager in the city manager's office, told the Finance and Governance Committee that Oxnard City accepts whistleblower reports by mail, phone or an online portal. "When filing a whistleblower report with the city, reports can be received in 1 of 3 ways, via mail directly to the city's internal auditor, Vasquez and Company, by phone to our whistleblower hotline managed by Mitri Tech Ethics hotline, or by the city's online portal, which is also managed by Mitri Tech," she said.
Jensen said individuals who file reports via the portal can communicate directly with city staff about the status and outcome of their report and that a whistleblower can remain completely anonymous in both filing and messaging if they choose. She noted city staff cannot access identifying information unless the whistleblower chooses to provide it, though she added investigations are most effective when reporters provide contact information so staff or the internal auditor can discuss details directly.
