Oxnard City committee hears biannual whistleblower activity report; four reports filed

Annie Jensen, project manager in the city manager's office, presented the Finance and Governance Committee with Oxnard City's biannual whistleblower activity report covering Jan. 1–June 30, 2026. "4 whistleblower reports were filed during this time period," Jensen said, summarizing the intake and review for the six-month reporting window.

The city has maintained a whistleblower policy since April 2016 to receive and investigate allegations of possible city fraud, waste and abuse, Jensen said. She told the committee none of the four reports were classified as medium or high priority by the internal auditor, meaning none required an immediate response by that office. Two reports were assigned to city departments for inquiry and were found unfounded; the other two contained sufficient information for internal investigations, which were completed and reviewed by the internal auditor who determined no further action was needed.

Jensen outlined confidentiality protections in the city policy and the limited circumstances in which identifying information may be disclosed. She noted staff will continue to monitor reports and provide regular updates to the committee. Jensen said she will be at the July 28 committee meeting and is available to answer questions about the whistleblower program and policy.
