City staff described the digital marquee as a City-owned marketing asset and said Sterling has managed and maintained the marquee since 2020, including repairs funded with ARPA. "The marquee is a city owned marketing asset," Julia Estrada said, and staff recommended Sterling retain primary marquee management while the OPEC nonprofit would be permitted to request marquee advertising for City-approved signature public-benefit events under the PAC marquee policy.
Estrada said the marquee policy and procedures would be included as an exhibit in both operator agreements, allowing the nonprofit to request use consistent with the established priority schedule. Staff said this approach balances consistent management of the asset with promotional opportunities for both operators and the City.
