Abby Littrell of the City Attorney's Office described the amendment as a way to reallocate obligations and to allow Lincoln Federal (the redeveloper) to be reimbursed for intersection work that exceeded the original scope.
A representative for Lincoln Federal and Schmeder Development told the council the area has generated enough impact fees to reimburse eligible expenses. Littrell said the change uses Nebraska's claim mechanism under Neb. Rev. Stat. §13‑840 so the city remains compliant with procurement and fiscal controls. The council approved the measure by unanimous vote (7–0).
