"Staff recommends that Sterling retain the ability to rent the meeting rooms on a 1st come 1st serve basis," Julia Estrada said; staff extended the recommendation to permit both operators to reserve via Facilitron.
Estrada described booking history to explain the recommendation: Sterling has operated the PAC since 2020, and between 2023 and 2025 the OPEC nonprofit managed approximately 95–97% of all meeting-room rentals while Sterling coordinated roughly 3–5%. Staff said this approach preserves the PAC's convention-center function while supporting facility use and revenue generation.
