Julia Estrada told the committee that the City's dance-permit security requirements are set by ordinance and therefore cannot be altered through contract negotiations. "The ordinance requires 1 security guard for events with 50 to a 100 attendees and 1 additional guard required for every 50 attendees," she said, and staff recommended maintaining the current ordinance while allowing operators to pursue a special condition through the existing permit process.
Estrada emphasized that any long-term modification of those requirements would require a separate legislative process because the authority to set dance-permit requirements rests in City code. Staff noted that Sterling and the OPEC nonprofit had raised concerns about high security costs for lower-risk private events such as weddings and quinceañeras; the permit-based special-condition process remains the administrative path to address such cases.
