Rob Rubin, identified as the city's chief information officer, presented the item and said the contract included a base cost presented to the committee and an additional allowance for extra user licenses. During discussion, staff emphasized the contract's Assurance Plus component, which they said provides controls for data residency and audit trails of vendor access; deputy CIO Andy Ansurian explained this would keep certain data within the United States and ensure vendor staff who access criminal-justice information are backgrounded and CJIS-trained. Mayor MacArthur moved the recommendation forward and the motion carried 3–0 (Rodriguez, Star, MacArthur voting yes). The committee did not record any amendments and recommended the agreement for City Council consideration.
