City staff asked the committee to approve recommended security requirements for "gatherings," a new category created to address crowd management and life-safety at events not covered by existing City code. "Gatherings in the auditorium, security would be required for 100 or more attendees with a minimum of 1 licensed security guard," Julia Estrada said, and staff recommended enhanced crowd-management measures for gatherings of 500 or more attendees.
Estrada said the proposal mirrors operator support: "Sterling supports the security requirements for gatherings, including 1 license guard at a 100 attendees and additional crowd management measures at 500 attendees." She also noted that smaller meeting rooms would not require security under the proposed thresholds because of occupancy limits, while courtyard events must follow existing security rules for alcohol or entertainment events. Staff retained discretion to require additional security for events that present an elevated public-safety risk regardless of attendance.
