Public commenter alleges city manager misled public during whistleblower update

The Oxnard Finance and Governance Committee on July 28 received its biannual update on the city's whistleblower hotline and heard a public commenter say the city manager mischaracterized earlier findings.

Alicia Parcel, who addressed the committee during public comment, said the whistleblower's second submission provided "additional facts, in support of the prior complaint," and alleged the city manager "was willing to lie about a council member to try to create a public outrage, to support a recall effort against him." Parcel also pointed to the staff report's subsequent note that "appropriate corrective action was taken with the employee," arguing that corrective action undercuts an earlier staff characterization that the initial report had "no merit."

Staff and committee members responded in the meeting's discussion, noting the report format has been expanded to give more descriptive reasons and resolutions for incidents while balancing the confidentiality protections inherent in whistleblower procedures. "We are always going to try to provide you and the public as much information as possible," said Eric Sonnitzegaard, an assistant in the City Manager's Office, while stressing the need to protect reporting parties and employees.

Committee members praised the increased detail in the current report but also recorded frustration over a prior public video that a council member said unfairly portrayed him. The committee did not take formal action on the whistleblower update; staff said they would continue to refine reporting to improve transparency without compromising anonymity.
