City staff brief committee on contract talks to create dual-operator model for Oxnard PAC

Julia Estrada, City of Oxnard cultural arts manager, told the committee she was presenting an update on negotiations between the city, Sterling Venue Ventures and the OPEC nonprofit for operations at the Oxnard Performing Arts and Convention Center (PAC). "The recommendation before you tonight is that the committee receive an update on the contract negotiations with Sterling Venue Ventures," she said, and asked the committee to provide feedback and direct staff to continue work on outstanding items.
Estrada said staff held a January 2026 workshop and has since conducted five formal negotiation meetings with Sterling and more than 10 operational coordination meetings involving the OPEC nonprofit and city staff. While she described "substantial progress," Estrada presented four remaining topics where staff seeks policy direction: event security for gatherings; dance-permit special conditions; meeting-room booking access by operators; modified concession language; and marquee management. Staff plans to incorporate the committee's direction into contract exhibits and return two new operator agreements to City Council for final review.
