Ken told the board that the FCC reopened application windows for low-power TV and translator licenses, creating a first-come, first-served opportunity beginning March 19, 2026. "This is our window to go ahead and move forward and get these licenses... I recommend that we move forward on it," Ken said, noting the work required (propagation, contour mapping and frequency coordination) and the risk that missing the opening could mean waiting an unknown period for another opportunity.
Chair Dale presented budgetary estimates for the licensing work and suggested a starting budget of roughly $21,500, with total costs likely in the $22,000–$25,000 range for the set of licenses discussed. After board discussion, a motion to approve purchasing the 10 licenses Ken suggested passed by voice vote. Staff emphasized the need to have all materials ready for the March 19 deadline and to perform frequency coordination and propagation studies before submission.
