Cass County's state's attorney explained a plan to upgrade the county's Axon Justice subscription from Premier to Premier Plus to improve the office's handling of large digital evidence sets. The attorney described features that would generate summaries of recordings, produce transcript summaries, automatically redact identifiable items like license plates and provide integrated cloud-based tools for cell-phone data analysis.
"It will generate a summary and review and analysis, so we can basically plug all of those phone calls in," the state's attorney said, describing how the tool could reduce hours spent manually listening and rewinding multiple recordings. The office estimated an annual subscription cost of about $27,000 and said that cost was planned for the 2027 budget; the office requested accelerating the purchase for 2026 to get the efficiencies sooner.
Staff also said they are coordinating with the sheriff's office and other county departments to pursue volume discounts as the county broadens Axon licensure. Commissioners moved and seconded the request and approved it on a roll call vote.
The state's attorney emphasized the upgrade is intended as a support tool and not a replacement for attorney review; the office said staff will continue to "trust but verify" summaries generated by the software.
