One board member publicly declared a potential conflict: "I'm gonna have to recuse myself from this vote. 1, Mike Murphy was my boss at NDOT and 2, he was also my boss when I worked for DCS," the member said, noting the relationship and declining to participate in the decision. Another board member moved to hire Mike Murphy, citing his qualifications; the motion was seconded and passed by voice vote with the recusal recorded on the record.
The consultant will scope work after spring thaw and can prepare prioritized recommendations and estimated work (excavate vs. gravel, etc.) for board review. Staff noted rates and materials were included in the packet and that follow-up reporting will be provided when recommendations are ready.
