Edgecombe County adopts 2‑year moratorium on data‑center and crypto‑mining approvals

Edgecombe County commissioners voted Aug. 3 to adopt an ordinance imposing a two‑year moratorium on acceptance, processing and approval of development applications and permits for data centers and crypto‑mining operations within the county’s zoning jurisdiction.

Mister Peters read the draft ordinance, which cites N.C. Gen. Stat. §160D‑107 and describes concerns the county intends to study during the pause, including land‑use compatibility, infrastructure adequacy (water and electric), noise, decommissioning requirements, preservation of agricultural and rural character, and protections for natural resources. The ordinance takes effect on adoption and is written to expire at 12:00 a.m. on Aug. 3, 2028 unless earlier terminated or extended by the board.

Multiple speakers during the public hearing urged adoption. Pamlico Riverkeeper Katie Zimmerman of Sound Rivers said the moratorium is “not against economic development but for thoughtful planning,” arguing the pause would allow time to incorporate evolving state policy and to strengthen local protections. Resident Clark Joiner raised concerns about water, electricity and continuous noise impacts based on observations of similar facilities elsewhere.

After clarifying that the ordinance duration is two years and confirming a corrected document, a commissioner moved to adopt the ordinance and the board approved it by voice vote. Staff said the county manager and planning staff will involve the data center advisory group and subject‑matter experts in drafting any UDO amendments and that an implementation timeline will be presented at the September meeting.
