Staff: city drafting green‑building bonus and code revisions affecting height, fences and fill
Summary
Historic preservation staff told the board that the sustainability department is drafting more specific criteria for a special‑exception green‑building bonus (affecting lot coverage and FAR) and that a code revision project will clarify height measurement, fill allowances, and fence/retaining wall definitions affecting historic properties, especially in flood zones.

Anthony Mendez, interim city historic preservation planner, told the Historic Preservation Board that staff has been coordinating with the sustainability department to develop clearer criteria for the city’s special‑exception green‑building bonus, which could allow increased lot coverage and floor‑area ratio if particular green standards are met. "She was working on improved details and policy changes... having a checklist through specific categories," Mendez said, describing categories such as energy and water efficiency, waste reduction and green materials.
Mendez also said staff is working on code revisions that will clarify allowable fill for new construction, definitions of how height is measured for fences and retaining walls, and other technical language affecting historic properties — work the planner said he and colleagues will bring back to the board as policy language is developed.
