Shirley Jones of the Workforce Development Division presented proposed definitions of 'long-term unemployed' and 'significantly underemployed' for the Disaster Recovery National Dislocated Worker Grants. Jones said the U.S. Department of Labor requires states to define these terms to establish participant eligibility for temporary employment opportunities supporting cleanup and recovery after qualifying events.
Commissioner Trevino moved to approve the eligibility definitions as described in staff's discussion paper. The motion was seconded and Chair Esparza voted yes; the motion passed.
Staff will implement the adopted definitions for future disaster recovery dislocated worker grant administration.
