County and engineering reviews flag crosswalk, permits, and MS4 requirements for Children’s Home project

Broome County’s 239 Review returned to the Town of Fenton recommended minor changes and technical checks for the Children’s Home parking consolidation, including pedestrian and drainage recommendations.
BMTS suggested adding a crosswalk to link the larger southeastern parking lot to buildings across the driveway and recommended sidewalks and pedestrian signage. The Broome County Department of Public Works commented that "any work done in the County ROW including any new driveway will require a Highway Work Permit" and reminded the applicant that driveway construction should meet NYSDOT Highway Design Standards. DPW also emphasized that the parcel lies within the MS4 permit area and that erosion and sediment controls and a SWPPP must be strictly followed, with pollutant discharges minimized and illicit discharges prohibited under County Local Law PERM 5 of 2020.
Town staff confirmed the project has a SWPPP (the work exceeds one acre), that inspections during construction are required, and that contractors must protect existing drains so construction materials do not contaminate Chenango Street. The Board asked the applicant to address BMTS and DPW comments in the final site documents and to provide a photometric plan for review.
