Commissioners raised design readiness and alignment concerns for Parkway East and suggested focusing on segments that can be advanced quickly to improve scoring. One commissioner urged the board to limit submissions to avoid competing with itself; Kelly recommended advancing design and right‑of‑way work to gain scoring points. The board did not make a formal application decision Tuesday and asked staff to return with refined cost and scheduling details ahead of the August application window.
