Council approves second year of citywide tree-removal program; city to assess property owners over five years

Director of engineering Mark Duchaine presented year two of the citywide tree‑removal program. Duchaine said 73 property owners responded to the city outreach and that the program covers a subset of 154 trees identified for potential removal; the city will solicit contractor bids, pay upfront costs, and then specially assess property owners over a five‑year term at an interest rate to be set in the fall based on bonding rates. "We'll get bids for each tree to be removed... and then at that time they can elect either move forward with the project or decline," Duchaine said.
Duchaine also noted a separate relief grant program (from DNR) for income‑qualified residents; properties in the contract before the council did not qualify for the relief grant. Council approved Resolution 2026‑220 to proceed with the program.
