Staff said engineering review and concurrence from the city engineer found that a chain-link fence would not constrict floodplain flows and that the request demonstrated practical difficulty. "The FDA does mandate that there be some security and safety for infrastructure like this," Davis said.
During council discussion, planning-commission members expressed a preference for decorative screening near the park, while others said slats often degrade and are hard to maintain. Council member Barnes moved to amend Resolution 2026‑214 to require the slats be kept "clean and in orderly condition"; the amendment was seconded and adopted before the variance was approved.
