Council OKs conditional-use permit for 32-bed residential care facility on Cardinal Avenue

Planning manager Harry Davis told the council the applicant (Michael McHugh on behalf of Midwest Recovery) requested a conditional-use permit to operate a 32‑patient residential care facility at 3015 Cardinal Ave. Davis said the facility has been used in that capacity for about two years without complaints and that staff believes the location meets zoning and parking requirements. "As soon as the use goes away... then they would lose that conditional use permit at that time because they would switch back to a permitted use," Davis explained, describing how the CUP runs with the land while the use exists.
Council members sought clarification on vehicle restrictions (staff said patients would not have cars) and state licensing requirements; staff said they were not experts on licensing but expected annual checks. After questions, the council approved Resolution 2026‑213 to grant the conditional-use permit.
