Commissioners discussed citywide preventative maintenance needs and asked the finance director to confirm allowable use of impact fees; staff said they expect impact fees can be used for the water/irrigation items and that the $188,125 shift is within capital‑fund rules. The commission approved the reallocation by voice vote.
