Callaway approves piggyback contract for sewer/stormwater slip lining

City Manager Eddie Cook said the piggyback approach avoids mobilization fees and keeps unit costs low for short sections of work.
Cook described the technology and estimated lifecycle benefits, saying slip lining can “extend the life… virtually almost double.” When asked about cost compared with full replacement, he said, “I'd probably say 10% of the cost or less” to do slip lining rather than excavate and replace pipelines. Resident David Augusta said the preventive maintenance approach is a “win for the taxpayers.” The commission approved the purchase contract by voice vote.
The contract will be executed under the city's procurement policy that allows piggybacking on another governmental contract, and staff said they will bring project schedules and specific locations for future work.
