Ellis County creates Stonewall Estates North CID to finance road improvements

Ellis County commissioners on May 12 opened a public hearing and approved Resolution 2026-09 to create the Stonewall Estates North Community Improvement District (CID), clearing the way for road improvements to be financed by special assessments against properties inside the district.
A representative from Gilmore Bell explained that the petition met the county’s 0.667 petition threshold and 75% build-out requirement and that affected property owners had been mailed assessment estimates as required by statute. The representative said assessments would match the mailed amounts, assessments not prepaid could be spread over a 10-year period, and prepayment discounts may be offered to property owners who choose to pay up front. Financing and a potential bond issue to fund initial construction will be addressed in subsequent county meetings; the firm and county staff will coordinate timing to minimize borrowing costs.
During the hearing, petitioner Jennifer Teegett identified herself and thanked the board for advancing the project. The board moved to open the hearing, received comments, closed the hearing and approved the creation resolution by voice vote. Commissioners asked staff and counsel to work with the county financial adviser to set the bond timing and to notify property owners when prepayment amounts and deadlines are available.
