Council members push for health-impact assessment and flag enforcement capacity

Council member Harrison asked whether a Health Atlas sign-off could be tied to applications to show a demonstrated benefit and to avoid adding burdens; sponsor Miss Uriatta said she has pursued a health-impact assessment for two years and believed ‘‘creating a mechanism for a health impact assessment that actually has teeth’’ would allow districts to deny projects that impose health burdens. The sponsor and other members also noted some projects bypass planning review and receive simple permits, which would leave a gap in any health-review process.
Multiple members said enforcement is central. One council member requested a fiscal-impact statement and operational staffing numbers from DPIE; administration representatives agreed to have DPIE and the health department examine how a Health Atlas requirement would affect operations and to provide fiscal and operational clarifications if the bill moves forward.
