The Visitors Bureau recessed into an executive session at 8:45 a.m. for contract negotiations and later reconvened without taking action. The motion to recess was made by Commissioner David J. Moore and seconded by Brenda Phillips; the vote was Ayes — Moore, Phillips & Mullins; Nays — none; Absent — Billings & Duncan. The board reconvened and recorded that no action resulted from the closed session.
Separately under the director's report and unfinished business, Garry Gibbs described travel arrangements for the ICSC trade show in Las Vegas May 18–20, 2026. The Visitors Bureau will cover tickets, hotel and flights for Commissioner Moore, Commissioner Gallagher, Brenda Phillips and Dave Blevins; other local officials and staff who wish to attend (including City of Elyria Mayor Brubaker and City of Lorain Mayor Bradley) would pay their own travel costs.
The minutes do not record any further votes on travel beyond the staff direction to proceed with the stated arrangements.
