Council pauses vote on citizen water panel as coalition negotiations continue

Councilmember Lawrence introduced a proposal to create a citizen water allocation and regulatory review panel intended to empower residents to raise questions with the North Texas Municipal Water District (NTMWD) and better understand contracts, allocations and service issues. Lawrence said residents could act as informed advocates and described frustrations with NTMWD contract terms that the city and coalition continue to negotiate in Austin. "We need to be able to empower the residents...to be able to get a lot of the questions answered," Lawrence said, adding he had discussed the idea with state representatives who urged patience while the coalition works on improvements.
Other council members and staff noted Lucas has been a customer of NTMWD since 1970 and that the coalition negotiating contract terms has made progress from an initial contract iteration that "was not good," as one council member put it. Staff and council asked residents to watch coalition communications and public information updates; the council agreed to let coalition and staff continue negotiations rather than act on the panel immediately.
Action: Councilmember Lawrence pulled the item from a vote to allow the coalition and city staff additional time to negotiate and to provide more information to the public.
