Council restores Stinson Road alignment on thoroughfare map, urges TxDOT coordination

The Lucas City Council voted Sept. 19 to amend the comprehensive plan and thoroughfare map to return Stinson Road to an earlier alignment that would connect to Edgewood Drive, a change staff said could allow a four-way intersection and eventual traffic signal.
Patrick Hubbard, the city's Capital Improvement Projects manager, presented the proposal and said the revision returns the road to its prior shown alignment after analysis with city engineers and TxDOT. "We came up with some alternative proposals...and we are returning to this essentially plan where it extends north off of Stinson and then it connects off of Edgewood," Hubbard said, noting the plan is conceptual and could shift slightly as engineering work proceeds.
Residents raised concerns at the public hearing. Lehi Casanova, who lives on Hickory Hill Street, objected to potential roundabout or circle options and said she does not want "another circle on a street that I live off of." Eileen Mogul, who lives at 651 Stinson Road, asked the council to consider prior discussions and the possibility that a road could divide property; she recommended thinking of the proposal as an extension of Edgewood rather than an extension of Stinson.
Council members questioned timing and coordination with TxDOT, which staff said may not start construction until about 2029. Hubbard reported TxDOT traffic counts from 2022 showing about 1,329 average daily trips on Stinson at that count point and about 20,633 along Country Club for contrast. Council members emphasized the amendment merely places the alignment on the city's plan—giving the city a right to require dedication in future platting—not an immediate commitment to build.
A motion to adopt the ordinance updating the comprehensive plan (ordinance 2024-09-010107) passed by voice vote; the transcript records "motion carries unanimously." Staff and council agreed further community outreach and coordination with TxDOT will continue before any construction decisions are made.
Next steps: continued outreach to affected residents, further engineering analysis and negotiation with TxDOT on signal spacing and intersection design prior to any acquisition or construction activity.
