Land‑services staff gives Planning & Zoning 101 to Crow Wing County board

Chris reviewed enabling law and implementing rules and gave concrete permit numbers to show activity levels: last year the county issued 1,178 permits (204 new homes; 443 residential septics; eight commercial septics), and year‑to‑date staff had issued 1,032 permits with 186 new home permits and 403 residential septic permits — small increases year over year. He said the county’s land‑use map and district structure (shoreland, R2.5/R5/R10 residential, agricultural/forestry and commercial/industrial) direct where particular uses and intensities are allowed.
The presentation stressed that much county practice is driven by state mandates. Chris cited Minnesota Statute ch. 394 as the enabling authority and pointed to state rules for shorelands, wetlands and septic systems. He encouraged board members and townships to use the county’s development‑review team and planning processes to shape projects early, and he invited constituents to contact land services with questions or to arrange on‑site meetings.
