Lucas City Council adopts FY2024–25 budget, cites $81 million in planned projects

The Lucas City Council voted to adopt Ordinance 2024-08-01004, approving the budget for the fiscal year beginning Oct. 1, 2024, and ending Sept. 30, 2025. The ordinance was moved and approved on a recorded roll-call vote in which council members announced their votes by name.
Mayor said the comprehensive capital improvement plan attached to the budget lists "$81,000,000 of projects," including about $36,000,000 in roadway projects rated medium or higher that should be addressed within the next three years. "So to say that there aren't items outlined is crazy," the Mayor said, urging council and staff to prioritize and to pursue multi-year financing options rather than relying solely on pay-as-you-go funding.
Council members emphasized the budget before them reflected prior discussions and would not change the previously agreed items for the coming year. A procedural record vote was conducted with council members announcing their votes during roll call (e.g., "Neil Peterson, aye," "Chris Bierman, aye," "Dusty Kuykendahl, aye," "Debbie Fisher, aye," "Tim Johnson, aye"). The ordinance was adopted and takes effect according to the city's standard budget-adoption procedures.
