The Lucas Planning and Zoning Commission approved the final plat for Inspiration Phase 10 on Aug. 8, voting 5-0 to allow a 73.159-acre subdivision in the city's extraterritorial jurisdiction to proceed.
A city staff member presenting the item said the plat "consists of 73.159 acres of land, containing 289 residential lots and 7 non residential lots" and explained that the project lies inside a municipal utility district that will supply water and sewer. The staff member said the city’s authority in the ETJ is limited to plat approval and does not extend to reviewing or inspecting civil infrastructure: "We don't provide them water. We don't provide them sewer. We don't maintain any of those streets. We don't review any of that."
The staff member also said the developer completed required road work, widening Osage Lane "from a 20 foot wide substandard asphalt road to a 24 foot wide concrete road," and that those improvements were inspected and accepted by city engineering. The presentation characterized the commission's role as ministerial: "this is a ministerial function plat approval. Basically, if it meets requirements, then we're obligated by state law to approve, it meets requirements. That's my statement."
After the presentation, no commissioners asked questions. A commissioner moved to approve the final plat for Inspiration West LLC; the chair seconded and the motion passed unanimously, recorded as "Motion carries by vote of 5 to 0." The commission then adjourned.
