Commission recommends rezoning of 80-acre Fort Ripley parcel to RR5 amid neighbor road concerns

The Crow Wing County Planning Commission recommended a land-use map amendment for an approximately 80-acre parcel owned by Peter Lofstrom, amending the parcel from Agricultural/Forestry to Rural Residential 5. The staff packet identified the parcel and indicated the township recommended approval.
Neighbor Betty Ingholm, who lives directly across the road from the piece being rezoned, told the commission she worried that rezoning to 5-acre lots could create up to 16 new parcels and further degrade a dirt road that "already is not in good condition." She asked whether rezoning to a larger minimum-lot size (RR10 or RR20) had been considered. Lofstrom responded that he currently does not plan to develop the property and that his intention in selling parcels is driven by financial considerations: "I understand those concerns... the property will not be developed. I am forced to try and sell parcels to maintain financial viability." The commission noted the township recommended approval and moved to recommend the County Board approve the RR5 amendment; the motion carried.
The commission discussed that while the current applicant says he does not intend development, rezoning to RR5 would allow future owners to develop at that density; the board noted that possibility and proceeded with the recommendation to the County Board for final action.
