The Crow Wing County Planning Commission voted 5–0 to grant Saint Albans Bay Company LLC an interim-use permit to operate a cannabis microbusiness that would cultivate up to 5,000 square feet of canopy and process cannabis products at 7137 US Highway 169 in Garrison.
Nicolette, reading the staff report, summarized the proposal and emphasized that the request does not include retail or signage. "This is not, they are not asking for the retail. They are not asking to pre purchase for retail. They are just asking for the cultivation and the manufacturer to process," the staff statement said. Board members noted MnDOT had flagged traffic as an issue for monitoring given the site's prior residential use; the applicant and several commissioners expressed that, without retail, traffic impacts would likely be limited. With conditions listed in the staff packet, the board approved the interim-use permit and instructed staff to monitor any further traffic-related concerns.
